What is the EU AI Act?

The EU Artificial Intelligence Act (Regulation (EU) 2024/1689) is the world's first comprehensive legal framework for artificial intelligence. It establishes harmonised rules for the development, placing on the market, putting into service, and use of AI systems across the European Union.

The AI Act adopts a risk-based approach: AI systems are classified into prohibited, high-risk, limited-risk, and minimal-risk categories, with obligations scaling accordingly. It applies to providers, deployers, importers, and distributors, with enforcement beginning in phases from February 2025 through August 2027.

  • Risk-based classification: Prohibited, High-risk, Limited-risk (transparency), and Minimal-risk AI systems
  • Mandatory conformity assessment for high-risk AI systems before market placement
  • Technical documentation requirements under Article 11 for all high-risk systems
  • GPAI and foundation model obligations for transparency and systemic-risk management
  • Operator roles defined: Providers, Deployers, Importers, and Distributors each have distinct duties
  • Maximum fines of EUR 35 million or 7% of global turnover for prohibited AI violations
